True, using height and width will speed up the
page display. What some people get confused about
is that using the height and width attributes to
resize the image can slow the page display time
down. If you have a very large image and try to
resize it to a small image using the attributes,
it will still take a long time to load since the
entire, large, image needs to be downloaded.

Actually if anything it will speed up page
display. Due to the fact that
the browser doesn't have to re-layout the entire
page when it starts to
download the image. Whenever possible, width and
height should always be
used.
