Not a question of how, but a question of why

I know this may sound impertinent, but that is not my intent at all, I'm
just looking for a better understanding of what's going on. And this email
is not meant to be a comparison either. But in ColdFusion I can call
CFHEADER or CFCOOKIE from anywhere within my page, regardless of whether
there has been output to the screen or not. This (the CFCOOKIE) part is
tremendously helpful because you can do a series of processes, displaying
status's, displaying tables, and then drop a cookie if so desired.
Why do the Header() and SetCookie() function have to be before any output in
PHP?
Is it because CF is a two step process, parsing out the CFM, generating
output, then passing it off to the web server to parse out the HTML and
serve up? And PHP is a one step process?
Thanx
