exec not working

Hello, I am trying to exec a process on an NT 4.0 box from a webpage on a Linux box. I have a rsh daemon running on the NT box. I have confirmed that from the command line: >rsh ntbox_name c:\\location\\of\\script\\script.bat < /dev/null > /dev/null & works fine. But in a PHP page the line: exec("rsh ntbox_name c:\\location\\of\script\\script.bat < /dev/null > /dev/null &") does not hang, but the called script does not run. Any ideas appreciated.
