Running two .INI Files?

Hello,
I'm running PHP 3.0.16 on NT 4.0 SP6 with IIS 4.0 with both MySQL and MS SQL 7.0. In order
to get the quotes correctly for MS SQL 7.0, I had to enable magic_quotes_sybase. However,
this disables the / (normal magic quotes, as required by MySQL). Is there a way to make
super smart quotes or run two copies of PHP that point to different ini files, or a way to
specify the quote type in an include file?
Right now I'm entertaining the idea of disabling magic_quotes all together and adding and
stripping them at the PHP level like the good 'ol days.
