Well, I know www.saxen.net (German, partially English) gives you the following for FREE (hooray!) They expect the mySQL in September. You can also upgrade to something semi-professional, but that will cost something.

                English Website

15 MB free, ads free webspace
                      CGI-BIN, PHP4, SSI, subdomain, 100MB bandwidth
                      Free POP3 accounts
                      Freeware special: Code Editors
                      CGI- Downloads
                      Programming tutorials (in german)
                      Promotion Center
Still under development: mySQL, ASP, CGI- Server
                      (guestbook, calendar, etc...)
