There is no gd library that works with windows and PHP4.
This is in my opinion one of the greatest disadvantages of php right now....
However you can use php3.

I am trying to get my PHP running with the GD Image library also. I am
running NT 4 with PHP4 installed (ISAPI). I have a pre-compiled version of
the GD Library which I found on the internet (as I have no idea how to
compile the source myself).
I read in the installation notes of PHP4 that to install the .dll's you
place the file in your windows dir, and add the line to the php.ini - so
this is what my php.ini looks like:
extension_dir = "c:\WINNT\" ; directory in which the loadable extensions
(modules) reside
extension=php_gd.dll
And i have made sure that the php_gd.dll file is in the "c:\WINNT\"
Directory.
The problem is that when I remove the ; from before the
"extension=php_gd.dll" (to uncomment it) my IIS doesn't start up properly,
and I can't restart it any way apart from restarting my PC. Has anyone
successfully installed the php_gd.dll file ? If so - How?
