I find php.faqts.com very useful. Anyone can edit/add
questions/answers anytime, don't hesitate to do so. Also,
searching the various mailing lists is very good too.
Regarding how to post and ask a question, try:
What are some ways to get PHP support?
http://www.faqts.com/knowledge_base/view.phtml/aid/8720/fid/455
It contains an opinion on what makes a smart question.
Also, Eric S. Raymond has this to say:
http://www.tuxedo.org/~esr/faqs/smart-questions.html
And let's not forget about:
http://www.php.net/faq
Including suggestions on how to improve/expand this
is a good idea too. The PHP manual and website are
live entities always looking for ways to improve.
