php3.ini is not effective - where should it be?

I have been trying to set the include_path variable in php3.ini
I have tried putting it in;
/usr/local/etc/php3.ini
/usr/local/lib/php3.ini
I shut down and start apache each time
Is there a way of finding out where php is looking for the php3.ini
file?
