HUB & fopen()

i have network that combine net, linux (apache server) & HUB.
the net computer is connected to the network, and the linux server just
work fine.
but when i tring using the fopen() command i get the warning:
Warning: fopen("bla bla bla...","r") - Transport endpoint is not
connected.
?
