It's what's known as a 'major mode'. Look here for the file:
http://www.ontosys.com/src/php-mode.el. The
file itself has instructions in
the comments on how to get it to work. In emacs itself, you'll want to
enable Global Font Lock by default if it isn't already. You can do that
under the top-level customizations menu. Just play around and read the
FAQ's and you'll figure it out.
