fsockopen() error!!!!!!!!!!!!!!

I'm getting an error using fsockopen() on my server
for a program which acts as the WHOIS domain name
search.
The error i get is :
"Wrong parameter count for fsockopen() on line 197"
and line 197 contains :
$fp = fsockopen("http://rs.internic.net", 43,
&$errno, &$errstr, 10);
Funny thing is that the script is working absolutely
fine at my personal web server and gets the result as
desired. What could be the problem?
