Mailing to numerous with mail()

Im trying to send an email useing mutible email addresses, could any
one tell me why this isnt working, it works when I only use one address
($to = david@atom.is)
but not when I use the following code.
$to = "elin@mail.is", " ;
$to .= "david@atom.is" . ", " ;
$to .= "jonmundur@ mail.is";
$subject = "Subject;
$body = "Body;
mail($to, $subject, $body, "From: mail@mail.is ");
