When the form is submitted, check in a file or db to see when it was last
submitted. If it was submitted recently (like within 30 secs), don't do
anything. If it was submitted longer than 30 secs ago, process the form and
update the file/db with the new submit time.

Does someone have a quick example on how to prevent multiple submits from a
form?
Say, a 30 sec delay until the same person can submit the same form again?
