Simple Unidentified Variable

Hi there, I am very new to PHP and when doing the tutorial on the mysql site, ... Values displayed with a simple echo $... from a html form using "get" or "post" give the error Notice: Undefined variable: "value" in .....\welcome.php on line 2 even though they have been entered in the html form and they are in $HTTP_POST_VARS. Any help would be appreciated.
