If you're attempting this from a web account, as opposed to running your own
server, then chances are your provider doesn't have their server configured
correctly and you're out of luck. Even so you're probably better off
gathering this information with a clientside Javascript, passing it to PHP
through the URL string, rather than relying on serverside PHP which will
only ever see a fraction of the available information.
