Simply use an if() statement to determine whether you are able to connect to
the database, and if not, display a message to say that its down, for
example:
<?php
$db_connect = mysql_connect($db_server, $db_user, $db_pass);
if(! $db_connect) {
print("Could not connect to the database server, it may be down.");
} else {
$db_open = mysql_select_db($db_name, $db_connect);
if(! $db_open) {
print("Could not open the specified database.");
}
}
?>
