This works fine for me:

$fp =
fopen("http://www.phpbuilder.com/rss_feed.php?type=general&limit=10","r");
fpassthru($fp);
?>
Check the archives & bugs.php.net to see whether there are any issues with
fopen() & URLs with Windows.
