The ? in this senario is called the ternary operator
basically shorthand for an if/else statement e.g
$theValue = ($theValue != "") ? "'" . $theValue . "'"
:"NULL";
is the equivalent of
if($theValue != "") {
$theValue =$theValue ;
}
else{
$theValue ="NULL";
}
