The $PATH to enlightenment

What's the best way to alter the path that PHP looks in for exec(), system(),
passthru(), etc. commands. IOW, how do I add /usr/local/xxxx to the $PATH
variable for the user (nobody in my case) that the webserver runs as.
This question may be OT.
