why this is different when executing programs

Colleagues, sorry to bother you again. I am running PHP4 on WinNT under PWS. The same bahavior comes with PHP3 and IIS. I am trying to execute a program from within a php script. Issuing a command php.exe file.php from a command prompt under windows (or double-clicking file.php) I can see a window with all the output I want to get - everything works fine. If I try to get it from my Netscape or IE browser, the file is unable to execute any program. What is the reason? Has anybody an idea?
