You need to escape your backslashes...
$cmd_commando = "cmd /c xcopy C:\\php\\INPUT\\* C:\\php\\OUTPUT\\* /w /f /i
/s /e /h /y";
Also, make sure the account Apache is running as has the permissions
required to perform that copy.
