This follows the https://github.com/php/php-src/commit/a64241b5403
If I understand it correctly, these functions were kept to support mailparse. [Since
January](https://github.com/php/pecl-mail-mailparse/commit/acf6eed0b8), mailparse no longer requires
mbstring. There are two more unused functions which I was unsure of so I kept them.
The removal was done automatically, so I hope someone can verify that it's correct.
