[php-src] PR #24043: ext/mysqlnd: Fix VIO plugin area getter

Pull Request: https://github.com/php/php-src/pull/24043 Author: iliaal The mysqlnd_plugin_get_plugin_vio_data() macro calls the PFC getter instead of get_vio_area(), so it offsets a VIO object by sizeof(MYSQLND_PFC) rather than sizeof(MYSQLND_VIO). On 64-bit builds that is 16 bytes too far, which hands a plugin another plugin's slot or, for the highest plugin ids, memory inside the MYSQLND_VIO_DATA allocated right after the area. Nothing in php-src uses the macro, so only third-party mysqlnd plugins are affected. The bug dates back to the PPEC rename in 654d1a7caf0.
