[php-src] PR #24047: Zend: Include frameless functions in the system id

Pull Request: https://github.com/php/php-src/pull/24047 Author: iliaal FRAMELESS_ICALL stores an index into zend_flf_handlers, and which function sits at each index depends on the loaded extensions, but zend_system_id did not cover that table. A file cache warmed with a frameless-declaring extension loaded at startup therefore crashed in a process started without it, or in one that loads it with dl(), which no longer registers frameless handlers since GH-24008. Each persistent frameless function now adds its name and arity to the id as it registers, because disable_functions frees the function records before the id is finalized.
