Upgrade bundled PCRE2 to [10.49](https://github.com/PCRE2Project/pcre2/releases/tag/pcre2-10.49),
including the fix for the Unicode character-class regression behind php/php-src#20341 and the
rollback in php/php-src#20380. Update the importer and Unix/Windows build lists for the new source
layout.
