Backport the applicable security fixes through [PCRE2
10.49](https://github.com/PCRE2Project/pcre2/blob/pcre2-10.49/SUPPORT-LIFECYCLE.md), retaining
bundled PCRE2 10.44 and its compiled-pattern size-limit accounting. Exclude correctness-only
changes. Disable legacy ARM64 SIMD scanning for
[GHSA-43gg-c3xx-7w7g](https://github.com/PCRE2Project/pcre2/security/advisories/GHSA-43gg-c3xx-7w7g),
retaining scalar JIT; upstream has no small backport, and scan-heavy ARM64 workloads may be slower.
