Fix #24130
zend_signal_register() kept the handler it displaced only in the installing thread's
SIGG(handlers), so the MPM's SIGTERM wake-up reaching the idle main thread fell back to SIG_DFL
and killed the whole child. The displaced handler is now stored in global_orig_handlers and used
whenever no request is active.
