Fix #24233
Text parameters and PDO::quote() went through libpq as C strings, fixing like GH-18320 did for
sqlite. Both paths now
report an error through PDO::ATTR_ERRMODE. PDO::PARAM_LOB values are sent in binary format and stay
unaffected.
