… byte.
Follow-up of GH-24238, which fixed the same truncation in pdo_pgsql. pg_query_params(), pg_execute()
and their pg_send_*() variants passed parameters to libpq as C strings, and pg_escape_string(),
pg_escape_literal() and pg_escape_identifier() stopped at the first null byte. They now throw a
ValueError.
