O_NOFOLLOW is available on all supported POSIX platforms (POSIX.1-2008),
and on Windows it is already defined to 0 at the top of mod_files.c.
The lstat()/open_basedir fallback branch was therefore never compiled,
so remove it and simplify the sbuf guard to !PHP_WIN32.
