We have
Transliterator::createFromRules(). And today I am quite surprised that we
can't export a rule added by that in the PHP side. ICU have
[Transliterator::toRules()](https://unicode-org.github.io/icu-docs/apidoc/released/icu4c/classicu_1_1Transliterator.html#a2d2236e04d942c207008824a9c99f64d)
but we just forget to export it to PHP.
