Fixes GH-10460.
The issue was that
php_stream_open_wrapper_ex() stripped REPORT_ERRORS
before calling the opener. So when php_stream_locate_url_wrapper() rejects the inner
wrapper it stays quiet.
Tests:
- gh10460.phpt: the include case from the issue
- gh10460_2.phpt: file_get_contents() with allow_url_fopen=0
