Mainly as a follow-up to #24617 to allow including some of the arg infos with C++ linkage.
One thing I noticed but haven't addressed is that many headers define structs and macros that
are only used in one file and should IMHO be made private.
Happy to merge or reorder some of the commits as I was trying to be incremental as moving everything
to C++ linkage doesn't seem possible atm.
