This works for me:
var_dump(Gtk::CELL_RENDERER_MODE_EDITABLE);
Can you check your ext/gtk+/gen_gtk.c file and see whether it has this line in it:
phpg_register_enum(GTK_TYPE_CELL_RENDERER_MODE, strip_prefix, gtk_ce);
