Don't really know. In php.ini there is only the "default_charset"
setting, but it's out-commented. So it should be iso-8859-1, because no
other setting defines an encoding.
The file itself has been saved as utf-8, but the title contains
ascii-only chars.
Also note that the title of the box changes with every new window.
