It's rumored to be a PEAR person who did it. Seems a large chunk of CVS was erroneously tagged.
That's pretty easy, isn't it? RELEASE_x_x_x tags are used for PEAR package releases, and the only PEAR release in question is System_Command 1.0.4 on the 20th.
