PHP-Gtk has *nothing* to do with the web. It can be used to create standalon *desktop* applications like a text editor or so.
I think he means he wants to create a community site about PHP-GTK that has a library of PHP-GTK code--not create Web site /using/ PHP-GTK.
The short answer to this is that this is exactly what
http://gtk.php.net is striving to be. You're free, of course, to create your own community site if you wish, though. And, especially if English isn't your first language, it would be great to have a community site in your own language. There is already at least a Brazilian community site for PHP-GTK that I know of:
