Menu item accelerators

Env: PHP/Gtk 1.0.1 - Win98SE.
Just got around to testing the notion of accelerators on menu items, and it
doesn't seem to be working as expected.

If we try to use the accelerator keys, the menu highlight shifts to the
first item and stays there. No screen, no error. The item we chose has
the display for the modifier (Ctrl U) wiped out and moved to the top line
item. Bizarre.
If we just take the underline key, all is well.
Is this a Windows thing? Or are we missing something crucial?
