PHP-GTK 2 has the mozembed extension. It will render HTML, but I am not sure if it will make the requests and everything for you. Anant, may be able to answer that question better.
I'd be more concerned about whether it's possible to make it x-platform... (haven't looked into that one yet, but GtkSourceViewer's underlying code has never been ported to win32).
