Hiya, That section of the website has been down for quite some time, you will notice when you try to add a application that the form has been disabled untill it is protected from spam. i submitted a patch over the weekend (to the dev list by mistake) that adds a capatcha form using google reCapatcha so hopefully if that gets approved and added to the live site you will beable to add your application via the web form.
