Can't help you much since you are on windows about compiling I am a Linux person. But just placing the binaries in the directories which the readme file says was enough for me. Oh! incidentally I hope you are not trying to mix and match binaries from two distros? I did that and it really messed up my windows, but then windows is greek to me.
