An interesting article here, see section 10.2: http://wiki.zope.org/zope3/i18noverview.html My interpretation of this is they wanted to use ICU for Zope3 but it was too big to port to python, so they borrowed some of its ready-made translation data, and then used gettext because it was already available for python.
