There's a great tutorial on O'reilly network site: http://www.onlamp.com/pub/a/php/2002/06/13/php.html I've just recently done some work on a bi-lingual site. And another gotcha I discovered a little too late is that you should use functions like strftime() instead of date() to format dates in a locale-sensitive way.
