Cannot find rfc822.h

This is a Solaris 9 Sparc installation. The only part of the config that
fails is --with-imap=/usr/lib/courier-imap/bin.
I get this error:
configure: error: Cannot find rfc822.h. Please check your IMAP installation.
My IMAP works fine.
This is the config command I am using:
./configure --with-mysql --with-apxs2=/usr/local/apache2/bin/apxs
--with-openssl=/usr/local/ssl
--with-gettext=/usr/local/bin --with-xml=/usr/local/lib
--with-imap=/usr/lib/courier-imap/bin
Does anyone know how to resolve this?
