Are you using Redhat 8-9? I got these same errors when using the MySQL RPMs provided by Redhat, they don't seem to come with the header files PHP needs (correct me if I am wrong anyone). What I ended up doing was installing the binary dist from MySQL.com. Then I had a clear picture of where the header files were and pointed PHP to them with --with-mysql=/path/to/mysql The INSTALL instructions IN the package provided by MySQL are very easy to follow.
