Im at my wits end. I need help. Someone

Right. This is what Ive done so far. Can someone tell me what is wrong? I have the php.ini file in windows, properly modified (I think) I have run regedit and added php. When I run php the box stays empty- is that alright? When I tried to create a .php file, it saved it as test.php.txt. So in the Folder Options section I created PHP files, and gave them the action to open with Internet Explorer. This sort of worked because I can now save files as .php, but IE will not read them. I have tried both opening them in PWS, (http://localhost/test.php) which refuses to load it because it says that it is not allowed to execute it, so I put the test.php in the cgi-bin but then it comes up with an error message. I also tried just opening it into IE as a standard file but IE just comes up with a blank window. PLEASE somebody tell me what to do, if I dont find out soon, Ill either club myself to death with a large stick, or (more likely) start usin asp pages, something which I really cant be bothered to do.
