--disable-pear will not get around the MacOS X bug in pear which has now been fixed in CVS. Until
the next release (or until you get the latest out of CVS) do the following workaround:
http://devious.jpl.nasa.gov/php/PHP_OSX_fix.html
Also, is there a reason you aren't using the default apxs (/usr/sbin/apxs)? If you use the
latest Apache, it will automatically configure itself with the correct MacOS X file layout; thus it
will replace your existing server, but so what? I would then use the default apxs and forget the
config-file-path directive.
Good Luck.
