php not creating appropriate files

I'm trying to compile the php source code to have apache 1.3.14 accept it, but it is not creating the appropriate files in the apache src/modules/php4 directory, and indeed no files at all, and hence apache will not compile. I am using ./confiure --with apache=/(I have here the correct path)/apache-1.3.14 --with-mysql --without-gd I also tried adding --with-pgsql. To compile apache I am using ./configure --prefix=/(path) --runtimedir=/(path) --with-perl=/(usr/bin/perl --enable-module=so --activate-module=src/modules/php4/libphp4.a --enable-module=headers any ideas??
