php3 install from shell prompt problems

i am trying to install php-3.0.18 from tar
I have modified usr/bin/apxs
$cfg_libexecdir= usr/lib/apache
$cfg_ldflags= q(-shared)
and run configure
./configure --with-apxs --with-xml --with-mysql=/usr --with-imap
but i get a problem with
./configure: apxs : command not found
configure: error : cannot find XML include files
please help
