CGI Error/ ISAPI doesn't work

when using PHP.EXE for parsing .PHP files, i get a CGI error with incomplete headers. PHP.EXE works
fine on a DOS prompt, and works fine when I log in the webpage using the Admin password, but
doesn't with Anonymous access. PHP.EXE has IUSR_ Full permission set on it.. any ideas?
I've also tried the ISAPI version, but it seems to work every now and then, worked one night,
didn't the next, etc..
I'm using NT4 with IIS4.
